This document discusses measuring human resources performance at Bhayangkara Hospital in Tebing Tinggi, North Sumatra, Indonesia using the human resources scorecard approach. Currently, the hospital lacks standardized and comprehensive performance assessments for employees. The study aims to measure performance using the human resources scorecard, which assesses four perspectives: financial, customer, internal business processes, and learning and growth. Key performance indicators will be developed based on these perspectives. The population is the hospital's 362 employees. Preliminary results found performance targets were not met in areas like increasing training costs and balancing staffing with patient growth. Improving performance measurement using this approach could help the hospital evaluate employees comprehensively and inform decision-making.
